La Victoria and the district of Lima merge into another. La Victoria developed when at the end of the 19th century the hacienda "La Victoria" with its huge properties was divided into lots and urbanized. La Victoria became a working and lower middle class district. Today in spite its bad reputation of being a dangerous district, La Victoria has enormous economical potential.

In the heart of La Victoria you find "Gamarra", the garment district, with thousands of small and middle sized shops and shopping centers spread out over 20 blocks selling local and imported fabrics and clothes. It's also a good place to find all kinds of sewing and handicraft accessories.

Along Av. Iquitos is the auto parts sector and just at the border to the district of Lima you find "Polvos Azules", a good market for clothes, shoes, sports gear, electronics, DVDs and CDs. And for all soccer fans: La Victoria is home to Lima's famous soccer team Allianca Lima.

      sorry, but how should I be able to find your friend in a 10 Million city and a 33 Million country with just her first name and her first last name (if she even is still in Peru and alive).

      Anyway, do you have more information about her and/or her family? Or have you tried looking for her on social media? 
      Or you could try to find her on the Reniec page. Reniec is Peru’s National Registry of Identification and Civil Status in charge of maintaining the civil registry as well as the electoral register. While it worked before with just a name, now the system seems to ask for a DNI number, Peru's ID card.
      So, another option could be first to try Sunat, Peru's tax authority, and look for her RUC, Peru's tax number. There you get a listing with people with this name and the DNI number. Then you could go to the Reniec page and enter the DNI number and see if something pops up.

      I hope you get lucky and find her.
